Here you will find answers to frequently asked questions about Charles University's approach to security. Information on what to do in a crisis situation can be found under What to do in a crisis The list of questions will be updated as needed.
The Security and Occupational Safety Department organises training courses for students, teachers, administrative staff and the management of individual faculties and units of Charles University. Current dates can be found on the Charles University Educational Portal.
The Department also trains and provides methodical guidance to Security Coordinators from individual faculties and units of Charles University.
Throughout the year, practical exercises on specific situations are also held directly at the faculties and units of Charles University.
In January 2024, the university adopted a security plan for the years 2024 and 2025, consulted with experts from the police and other IRS units, the Ministry of the Interior of the Czech Republic, psychologists and other advisors from the Czech Republic and abroad.
It has also newly developed a so-called Crisis Preparedness Plan, which sets out specific procedures for crisis situations, including active shooter, but also, for example, various natural disasters. This plan is being adopted by individual faculties and units of the CU and adapted to specific circumstances with the support of the CU Rectorate Security and Occupational Safety Department.
Many of the measures focus on strengthening security management, for example by establishing communication links between the faculties of the CU and the Security and Occupational Safety Department, and by sharing experiences in dealing with various events between the Security Coordinators of the individual faculties and units of the CU.
We use turnstiles in buildings where it is possible. However, Charles University has many different buildings, so we always adapt the technological solutions to the conditions and possibilities of each building.
On the basis of expert opinions, including the position of the Ministry of the Interior, we have not proceeded to the widespread installation of turnstiles and security frames, as these are measures that do not fit the regime, financial possibilities, and personnel and security specifics of the university.
KISS - the Crisis Information and Convening System - is a support tool designed primarily to disseminate warnings during an acute emergency where people in a building should either take shelter or be evacuated. Based on the experience of the Security Department in dealing with various incidents, and on feedback from the Security Coordinators, Charles University is gradually moving towards using KISS in some less acute cases as well, as a means of quickly calming the situation.
It should be emphasised that, for technical reasons, KISS may have a time delay when sending a large number of messages. Therefore, in the acute phase of dangerous incidents, it is essential that information is exchanged directly between people on the ground.
